It is no longer in the public interest to pursue a prosecution in that case and the matter will be left to lie on the file. He must serve 40 years before he is eligible for parole and will remain on licence for the rest of his life. Monaghan has also been sentenced to 27 years for each of the two counts of attempted murder on a third child, who cannot be identified.
